I always have to give them horde government and nomad tech manually. On topic of theobservations about the converter, I've noticed that the hordes get an empire government and Muslim/eastern tech group (depending on their religion). Personally I even added an OR condition to trigger the ideas for both SCA and NOR (in my case) just in case. Then edit it by searching DAN_ideas and replace trigger =. Copy the vanilla EU4 00_country_ideas.txt file in the converted game's folder (in common\ideas).
